Comprehensive Plan and Design Guidelines

On March 20, 2017 the Planning and Zoning Commission approved a resolution to adopt the Creve Coeur 2030 Comprehensive Plan. The plan is available for review in its entirety or by each chapter by selecting the links below.

39 North Master Plan

The Creve Coeur Planning and Zoning Commission has reviewed the draft master plan for the 39 North plant science and technology innovation district located in the northeast corner of Creve Coeur. The St. Louis Economic Development Partnership (SLEDP) has led the planning effort with participation from the City of Creve Coeur, St. Louis County, and several business entities, including the Donald Danforth Plant Science Center and Bayer. Public workshops were held in 2016 by the consultant, Ayers Saint Gross, to solicit input from community stakeholders. 

On June 5, 2017, the 39 North Master Plan was adopted by the Planning and Zoning Commission. The approved plan is included as an addendum to the Creve Coeur 2030 Comprehensive Plan and is available for review by accessing the following link:


39N GREENWAYS PLAN 


In early 2018, the St. Louis Economic Development Partnership along with the Great Rivers Greenway District commissioned a study to identify possible alignments for the 39N Greenway.  The development of a greenway to serve the District and to connect to the surrounding areas, including the Centennial Greenway, was a goal of the 39N Master Plan, which was adopted by the City in 2017. 

On January 21, 2020, the Planning and Zoning Commission adopted the 39N Greenways Plan as a component of the comprehensive plan and in support of the continued development of the 39N District in the same manner as the 39N Master Plan and the Old Olive Great Street Plan, and is available for review by accessing the following link:



Old Olive Street Road Great Street Plan

In furtherance of the 39 North Master Plan, the City of Creve Coeur and the St. Louis Economic Development Partnership entered into a contract with Christner, Inc., to further study the redesign of the Old Olive Street Road as a main street corridor, in anticipation of the redesign of the Olive Boulevard and Lindbergh Boulevard interchange. After numerous workshops in the area, the final design was submitted for adoption. The Planning and Zoning Commission conducted a public hearing on this amendment for adoption on Monday, August 5, 2019, and adopted the amendment on August 19, 2019. The Old Olive Street Road Great Street Plan will be included as an addendum to the City’s comprehensive plan, Creve Coeur 2030, which was adopted in March 2017 by the Planning and Zoning Commission, and the 39 N Master Plan that was adopted in June of 2017.
  

Design Guidelines

Adopted in April 2002, the City adopted Design Guidelines to guide good building and site design.  Applications to the Planning and Zoning Commission are evaluated against these guidelines as part of the review process.  The City of Creve Coeur Design Guidelines can be reviewed by accessing the link below.
