[ARCHIVED] What Are the Panhandling Laws in Creve Coeur?

Panhandling Laws

In May 2021, a court ruling changed the laws pertaining to soliciting and panhandling in Missouri. Anyone now has the right to ask for help, donations or solicit business on public property or along any public thoroughfare. While this is allowed, some dangerous conduct related to soliciting is prohibited by Creve Coeur City Ordinance:

  • Pedestrians are prohibited from standing in the center median unless they are actively crossing the road. (Section 345.080)
  • Pedestrians are required to yield to oncoming traffic. (Section 345.050)
  • Littering of any rubbish or garbage is prohibited. (Section 210.170)
  • Pedestrians are prohibited from unreasonably and physically obstructing vehicle traffic. (Section 210.200)

If you witness any of this behavior, you can notify the Dispatch Center by calling 314-737-4600. When an officer responds to check on the complaint, officers:

  • Will ensure subjects are following all applicable laws
  • Will offer assistance and resources to the person
  • Will ensure they do not need any immediate help
  • Will not stop them from legally soliciting

Motorists “shall exercise the highest degree of care to avoid colliding with any pedestrian upon any roadway and shall give warning by sounding the horn when necessary.” (Section 345.090)

Motorists, solicitors and panhandlers must coexist on public thoroughfares, but all must abide by the rules of the road. If you have questions, you may call the Crime Prevention Office at 314-442-2075.
